The debate in the video clip (from MSNBC) is whether Bush just can't put a sentence together or whether he is really stupid.
In High School they told me that it didn't matter how good my ideas were - if I couldn't express them well then I was still going to get a low grade on my essay, no matter what my intent was.
The fact is, he acts like a baffoon, even if he is secretly smart, and so it looks to the rest of the world like we have a baffoon as a President.
One point they make in the video is that if Iraq had been a smashing success, then no one would be asking these questions. But since he didn't hit that one out of the park, people are wondering if he just can't talk or if he really is stupid.
Everyone agreed he wasn't particularly "intellectually curious".
BTW, the video clip isn't for the faint of heart. The first several minutes is Bush clumsily trying to express himself, and it is painful to watch.
